Textmate seems to be the standard for some reason but I've found Netbeans far more effective as a full IDE, and it seems to work much better than Radrails. Especially for things like reformatting/indenting files (why doesn't Textmate offer this?) and watching development in the built in console. Textmate is simpler and I'd actually prefer to use it, but it seems to still be lacking a few important features.
